Overview
Benin does not yet have a national space agency or an operational satellite, but has articulated a phased investment strategy to enter the sector. The government has estimated an initial outlay of approximately 1.5 billion FCFA to establish foundational space infrastructure, organised around pillars of infrastructure development, education and training, research and applications, and international cooperation. Benin is leveraging Starlink connectivity agreements to extend digital access to underserved areas as a near-term space-technology application, with aspirations to become a digital hub for West Africa. The University of Abomey-Calavi participates in regional scientific networks including EUMETSAT's User Forum in Africa. Benin is a member state of ASECNA, which provides satellite navigation augmentation services across West and Central Africa. Regional peers including Senegal and Côte d'Ivoire provide a frame of reference for Benin's development trajectory. No formal national space policy document has been publicly published as of mid-2026.
